What is the Ontario Health, Education and Enforcement in Partnership (HEP)?
The objective of the Health, Education, Enforcement in Partnership (HEP) network is the development and implementation of
an Ontario Drug Strategy - a strategy led by the Government of Ontario, but inclusive of the key provincial government and
non-government sectors that play a significant role in addressing substance use: addiction treatment providers; public health,
education and health promotion professionals; the enforcement and criminal justice communities; and others. The strategy
will constitute a comprehensive framework for preventing and reducing harmful substance use in Ontario.
HEP work across the country is supported by the Canadian Centre on Substance Abuse (CCSA) and the Canadian Executive Council
on Addictions (CECA). In Ontario, HEP work is coordinated by the Centre for Addiction and Mental Health.
